IT Project Manager

Hawkins Point Partners is currently seeking an experienced IT Project Manager with a demonstrated track record of working in a Production and Dev Ops environment to continue the ongoing implementation of their clients Retirement Information System.  In this role, the IT Project Manager will be responsible for overseeing all vendor activities, interfacing and supporting the business operations, and coordinating with “Treasury” IT to proactively reduce risks and mitigate issues in a fast pace environment.  

This role will report the Executive Director and will be responsible for overall vendor performance, budget and schedule. The successful candidate will manage all aspects of the project from defect resolution, ongoing application development and improvement, and configuration management. This includes but is not limited to: planning of technology projects, managing a team of contracted IT professionals, implementing technology security and the execution of all technology-related tasks and initiatives. 

Responsibilities and Duties

  • Manages and provides oversight to all vendors, consultants, and third-party contractors and their performance.
  • Ensures that the client's business needs are addressed in a timely manner.
  • Works with vendors to define continuous improvement opportunities.
  • Has overall responsibility for planning, directing and coordinating activities pertaining to the IT vendors.
  • Manage authorized budget appropriations and expenditures.
  • Ensures that project goals are accomplished and in line with Treasury IT objectives.
  • Is responsible for managing the IT consultant team that develops and carries out internal IT projects.
  • Works closely with the user community (and through business technologists) in determining how technology might assist in addressing their needs, and then translates these needs into system requirements and design specifications with the vendors.
  • Manage a dynamic team of IT contractors who constantly search for creative ways to elevate the capabilities of technology systems to meet business needs, partly by capitalizing on emerging technologies and partly by adapting technologies to the needs of business.
  • Integrates information technologies into business for optimal effectiveness.
  • Understands current and future business goals and ongoing IT issues to ensure business success.
  • Consults with management and reviews project proposals to determine goals, time frame, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of resources and provides recommendations to MSRB Executive Director and/or his/her designee.
  • Identifies and schedules project deliverables, milestones and required tasks.
  • Establishes standards and procedures for project reporting and documentation.
  • Confers with MSRB and external vendor project personnel to provide technical advice and resolve problems.
  • As necessary, provides written and oral status reports to governing board during their regular meetings.

Qualification and Skills

  • Bachelor’s Degree in Computer Science, Information Technology or related field.
  • PMP and CSM certified preferred.
  • 5+ years’ supervisory experience in an IT Department.
  • Prefer working knowledge of the Massachusetts Treasurer and General Receiver, State Retirement Board and/or Commonwealth of MA IT Projects.
  • In-depth knowledge managing systems in a production environment and applying industry best practices.
  • Able to clearly communicate technical concepts to both technical and non-technical audiences.
  • Solid understanding of the software development process, including requirement gathering, analysis/design, development tools/technologies, release/version control, contemporary testing methodologies and deployment management.
  • Expertise in setting and managing customer expectations.
  • Strong knowledge and understanding of business needs, with the ability to establish and maintain an elevated level of customer trust and confidence.
